Hi,
This bird is just a bit bigger then a (yellow) finch.

Same body, the (body) is a BRIGHT yellow,
the birds beek is Black and small
the birds tale feathers are Black.
Can you tell me the name of this bird?

You certainly seem to be describing a male American Goldfinch. The male is bright yellow and rather small. The bill is usually orange in the summer, but turns darker at tother times of the year.

Where did you see this bird?
